Our community spent years negotiating the development at Centre Street and Concord. We made concessions. We reached a settlement. Now, four months later, the developer is trying to change the terms, and they're hoping no one shows up to stop them.

THE DEAL

This community fought hard. We negotiated. We gave things up. In November 2025 the Ontario Land Tribunal issued its Final Order. Two 12-storey buildings. 828 condominium units for purchase. One shared driveway. One construction window. That was the agreement.

THE CHANGE

Four months later, the developer filed a new application to split the land into two separate parcels and introduce an affordable rental housing financing structure. The agreed-upon condominiums would become rentals. Neither change was part of the deal.

THE IMPACT

Severing the land creates two separate parcels that can be sold to different owners. That means two construction timelines, years of additional noise, trucks, dust, and detours — far beyond what the original deal required. It also means two owners who may have no obligation to coordinate with each other or honour the original commitments. Rental buildings operate differently than condominiums: different traffic patterns, different parking needs, different servicing demands. None of the original studies accounted for any of this.

THE HEARING

The Committee of Adjustment will decide on March 19th at 6:00 PM. This is our only chance to act. If we don't show up, the amendment will pass and our community will suffer. Your voice on this date is what matters.

There are two ways to make your voice heard at the hearing. Either takes about 5 minutes. This website can help you figure out what to say and fill out the registration form. Deadline: noon, Wednesday March 18.

What we're asking for: The Committee should deny this application.

The builders filed this application quietly and notified as few residents as the law requires. They don't know who they're dealing with. When Thornhill needs to show up, we show up, just like we always have.

Every adult counts. If there are two adults in your household, both should register to speak separately. Even if you say similar things, the Committee counts every speaker. More voices, more impact.
